Adds a new detector module to identify Dart and Flutter projects based on the presence and contents of `pubspec.yaml`. The detector correctly distinguishes between plain Dart applications and Flutter projects, enabling proper command routing via `dart run` or `flutter run` for custom commands, and direct execution for built-ins. Integrated the new detector into the main ecosystem list and updated the README.md.

Implemented a Dart/Flutter ecosystem detector. It parses
pubspec.yamlto differentiate between plain Dart and Flutter projects by checking for theflutterdependency. Added the respective built-in commands lists and integrated the new detector into the primary discovery system with priority 11.
