Adds support for the Rye package manager to the Python ecosystem detection logic.

  1. Implemented Rye detection via pyproject.toml parsing for [tool.rye].
  2. Added built-in commands parsing for Rye and custom script support via [tool.rye.scripts].
  3. Updated main.rs to fix a clippy lint unnecessary_map_or.
