Added support for detecting and running commands in Rye-managed Python projects. The system now recognizes [tool.rye] in pyproject.toml and executes scripts defined in [tool.rye.scripts] using rye run.

PR created automatically by Jules for task 16575170289985484306 started by @insign

- Add `rye` detector in `src/detectors/python.rs`.
- Identify Rye projects by `[tool.rye]` in `pyproject.toml`.
- Validate commands in `[tool.rye.scripts]`.
- Map `rye` runner to `rye run <task>` command.
- Add unit tests for detection and validation.
