pyproject.toml install, created pytest suite, lint consolidation

Summary

• Update project install to match PEP517, PEP518 (pyproject.toml)
• Convert makefile-based test suite to run under pytest
• Consolidate lint checks from flake8, blake, etc to ruff. update mypy configuration.
• Add pre-commit git hooks for running linting
