ci-operator: add disruptive OTE job for service-ca-operator

Summary

Add e2e-aws-operator-serial-disruptive-ote job to run disruptive tests for service-ca-operator that cause expected cluster-wide TLS disruption (e.g., CA rotation tests).

Changes

• Add new CI job to main, release-4.22, and release-4.21 branches
• Job uses test suite: openshift/service-ca-operator/operator/serial-disruptive
• Job is marked as optional to not block PRs
• Cluster stability set to Disruptive so monitors will relax thresholds

Context

This aligns with the OTE suite split in service-ca-operator PR where tests are now divided into:

• serial (stable): non-disruptive tests with strict cluster health monitoring
• serial-disruptive: disruptive tests with relaxed monitor thresholds for expected TLS disruption

Test Plan

• Verify job configuration syntax
• Validate job runs successfully in CI (after merge)
