Add flagship capstone outline for Enterprise GenAI Knowledge Copilot

Motivation

• Provide a single, comprehensive blueprint for a production-grade, governance-first Agentic RAG capstone called the Enterprise GenAI Knowledge Copilot.
• Capture architectural design, module-level deliverables, KPIs, governance alignment, and a 12-week implementation roadmap to guide development and assessment.
• Offer reproducible repo layout and operational guidance to support academic capstones and enterprise proofs-of-concept.

Description

• Added a new file FLAGSHIP_CAPSTONE_OUTLINE.md containing a full project outline with executive summary, problem framing, logical architecture, and key design principles.
• Documented modular breakdown (Modules A–F) covering data ingestion, hybrid retrieval, agentic orchestration, evaluation framework, governance controls, and LLMOps/observability.
• Included recommended technology stack, data/metadata model, evaluation KPIs and gating policy, compliance mapping (NIST AI RMF and EU AI Act readiness), risks and mitigations, demo narrative, and optional stretch extensions.
• Provided repository/deliverable structure and a detailed 12-week phased roadmap for implementation and hardening.

Testing

• Confirmed presence of the new file with git status --short which showed the added file.
• Verified file contents by printing the document pages with nl -ba FLAGSHIP_CAPSTONE_OUTLINE.md | sed -n '1,260p' and nl -ba FLAGSHIP_CAPSTONE_OUTLINE.md | sed -n '261,420p', both of which completed successfully.
• Performed a local review of formatting and structure to ensure the document is well-formed and readable.
