Summary
Add support for an optional US effective tariff rate in the Trade Policy tariff pipeline while preserving WTO MFN applied tariff data as the canonical cross-country series. The change extends the seeded tariff payload and trade service contract so US tariff views can expose an additional effective-rate value when available, without changing MFN behavior for other countries. The Trade Policy panel continues to render MFN by default and conditionally shows the US effective rate only when present.
