One prerequisite to unifying the treatment of flights in mock_uss is clearly establishing what kind of "flight ID" we're talking about since there are IDs from the flight_planning API, internal mock_uss IDs, F3548-21 operational intent IDs, RID TestFlight IDs, and perhaps others. This PR attempts to strictly-type the internal mock_uss IDs for flights used in SCD.
