Summary

gitdefaultbranch is a jinja2-git-dir filter, not a variable — was resolving to empty string
Fixes cog.toml branch_whitelist, prek.toml branch guard, and pr-checks branch trigger
Top-level cog.toml also fixed to unblock cog bump
