My ISP doesn't like the `http://htmlpreview.github.io/?` prefixed URLs in `OpenCLOnVulkan.md` and I have to workaround it in my browser. Ti improve the reading experience this PR changes the SPIR-V links in the doc to go to the hosted SPIR-V registry pages directly, rather than trying to go indirectly through the github repo file.
