What this PR does / why we need it
We need the
--localflag when runningmise upgradeto avoid upgrading globally-installed tools (which is handled in a separate process). This flag was introduced inmise@2026.3.2, so we need to enforce the minimum required version ofmise. Repositories may override this value with a later version via theversions.mise.hardStencil argument.Jira IDs
