Adds a workflow for publishing the ic-vetkeys crate to crates.io.
Similar to how publishing crates to crates.io from the dfinity/ic monorepo works, namely by manually triggering the publish-crates workflow, the new workflow is manually triggered after specifying the version number and whether it is a dry run.
Unfortunately the workflow can only be tested (even as dry run) once it is merged to the main branch.
