prep for ask user tool, lots of diffs due to linters etc

Summary

  • fix the clippy warnings that were failing the cargo-husky pre-push hook
  • apply cargo fmt across the repo so the formatter check passes cleanly

Testing

  • .git/hooks/pre-push
