Introduce Vietnamese translations and expose Vietnamese in language selectors. Adds new messages/vi.json and updates messages/en.json, ja.json, pt-BR.json, zh.json, zh-TW.json to include "Vietnamese". Also updates UI and i18n integration points (src/app/core/layout.tsx, src/app/mobile/layout.tsx, translate-control.tsx, bubble-menu.tsx, language.tsx, src/components/sync-confirm-dialog.tsx, src/i18n/request.ts) to support the new locale and related UI adjustments.
