🔒 [security fix] Add missing rate limiting to code routes

🎯 What: The code retrieval endpoints were missing rate limiting logic.

⚠️ Risk: Without rate limiting, an attacker could abuse the API and spam queries to exhaust server resources or underlying LLM/database costs.

🛡️ Solution: Updated src/api/routes/code.py to include Depends(enforce_rate_limit) in the dependencies list of the Code router, just like memory routes. This ensures all routes under /v1/code/* adhere to the environment rate limit settings.
