This PR fixes the issue where GitHub Actions workflows were stuck in a "Queued" state. The main causes were an outdated runner (ubuntu-20.04) and invalid syntax (path-ignore). The workflow has been modernized to use 'ubuntu-latest', the correct 'paths-ignore' key, and the standard 'shivammathur/setup-php' action instead of a container, which improves startup time and reliability. Dependency caching has also been updated to follow current best practices.
