This pull request moves the "Environment Specifications" section out of the main Posit Infrastructure Quick Start Guide and into a dedicated document, "Posit Environment Specifications.md." In addition to restructuring the documentation, this update includes links to relevant release notes for operating system, application, and infrastructure software, making it easier to reference updates and changes.
