Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [@wordpress/scripts](https://github.com/WordPress/gutenberg/tree/HEAD/packages/scripts). These dependencies need to be updated together.
