Fix linter errors in alignerr_project.py which are failing the tests during deployment.

Cleans up code style to satisfy linters; no functional modifications.

• Reformats logging calls, adds trailing commas, and condenses/splits arguments for readability in alignerr_project.py
• Normalizes whitespace and docstrings across helper methods like _get_user_labels, _create_trust_safety_case, _remove_user_from_project, and report_fraud
• No logic or API changes
