Updates centrally managed NuGet dependency versions for the solution to pick up newer patch/minor releases (and a couple of major bumps) across analyzers, OpenAPI tooling, and build tooling.
Changes:
- Bump core package versions (e.g., Immediate.Handlers, Microsoft.CodeAnalysis.Analyzers, Scalar.AspNetCore, Scriban, Swashbuckle).
- Update net9.0 and net10.0 framework-scoped ASP.NET Core package versions.
- Update global build/dev packages (Meziantou.* and Microsoft.SourceLink.GitHub).
