Healthcare and behavioral health combine strict regulation, ethical risk, fragmented data, interoperability failures, and human-in-the-loop decision making β with real consequences when systems fail.
FSL uses these conditions deliberately as a stress test. Methods validated here are intended to generalize to less constrained domains: enterprise platforms, finance, supply chain, public sector, and global digital ecosystems.
Blockchain is treated as infrastructure for governance and verification, not ideology β used pragmatically to address trust, auditability, and coordination.
