The step that checks the Stratum 1 playbook doesn't work, because it cannot connect to the firewalled Stratum 0 anymore. We first need a public Stratum 0 to pass that check. |

Ran into this when I was trying to apply it to the new server/repo. The
default(...., true)makes sure that the default is also used when the variable is an empty list (instead of undefined only).
