BDMS-285: CSV well inventory import page

Why

This PR addresses the following problem / context:

• Users need a page in Ocotillo to upload a csv for bulk well inventory import

How

Implementation summary - the following was changed / added / removed:

• Uses the custom method of ocotillo data provider to send the csv form data
• Uses refine notifications for simple error messages
• When there is an upload result the response is displayed to the user

Notes

Any special considerations, workarounds, or follow-up work to note?

• This needs improved error message handling and display based on the eventual returned Pydantic errors
• This has no review step. Which seems ok for now but should be user tested.
• If there 201 response contains the full well responses, we can display the well data back to the user in the upload result section.
