This PR optimizes the transducer water-level transfer pipeline by reducing per-PointID deployment lookups and switching observation inserts to a bulk COPY-based approach for faster ingestion.

- Prefetch deployments for all PointIDs in configurable chunks and reuse them during transfer.
- Add a cursor-based deployment matcher optimized for ascending time-series rows.
