Removes a broken/deleted shared-solution link from the Rate Limiter challenge solutions list to avoid directing readers to a 404.
Changes:
- Removed the deleted GitHub repository entry from the shared solutions table.
- Renumbered the remaining table entries to keep the list sequential.
