Version bump 2.4.4 for stable release

Bumps @azure/app-configuration-provider from 2.4.2 → 2.4.4 in preparation for a stable release.

Changes

• src/version.ts — VERSION constant updated to "2.4.4"
• package.json — version field updated
• package-lock.json — both root and package entry updated

After this PR is merged into test-main, run the following to create the merge PR into test-release/stable/v2:

./scripts/merge-to-release.sh 2.4.4
