keep boolean dynamodb 'isBase64Encoded' truthful

a tiny gotcha:

API Gateway uses 'isBase64Encoded' aware

so far, the way a Paste is saved in DynamoDB and when it passes thru ApiGateway are two separate thing

if issue arises, Base64Encoding/decoding + isBase64() functions are already available in the Paste class
