Scrolling during mouse selection should extend the select region

Terminal: Windows Terminal (https://github.com/microsoft/terminal)

Intended behaviour:
Should select just like pretty much every standard GUI app textbox with multiple lines.

Where you can use scroll as you select to move the selection up or down, as if you're already dragging at the edges, but without having to drag the cursor to the edge.
