Why do you need this change?

Problem statement:
Plesease change ConfirmProcess and GetUnreliablePayerServiceSetup procedures to global. We are using SK legislation inside CZ database, because that doesn't exists and It is similar. We need skip standard checks for CZ legislation and use own checks for SK legislation that are similar to CZ. We have own function for check, but we use same functions as CZ legislation so we need these two procedures as global.
