Moving a polygon does nothing

What steps will reproduce the problem?

1. create a polygon
2. click a polygon and drag to move it
3. status area says moving polygon

What is the expected output? What do you see instead?
expect the polygon to move around with the mouse. Instead the polygon stays were it is.

What version of the product are you using? On what browser/operating system?
windows google chrome
