Publish oss-licenses-plugin 0.11.0 to google maven repo

It's been a week since the oss-licenses-plugin release and we would like to test the configuration cache support.

Please publish the 0.11.0 version to the google() maven repo 🙏.

Hi! I know. The plugin goes through another team's release process and I didn't realize at the time that they release on Thursdays.

In the mean time you're welcome to clone the repo and either add the plugin project as an includedBuild or run the publish task and add the compiled plugin's maven dir in build/repo to your plugin dependencies block. See the settings.gradle.kts in the test app that I'm finishing in #388 for an example.

That said, I'm trying to lock down a probable config cache issue that only seems to happen when I'm not paying close attention, so it may need a patch release soon after.

Thanks! I tried publishing locally and I was able to verify the configuration cache support is working.

Could you share more details about the probable config cache issue you're seeing? I'd like to know that it's safe to update if the issue is rare enough.

I had a cache error that I've determined this morning to be just from a misconfigured test. The build you tested does have an issue with resolving configurations at configuration time, but that doesn't block the configuration cache from being stored and re-used, it's just Gradle efficiency issue.
