Remove the obsolete SERIALIZE_RESULTS_TO_DB parameter #54
After https://github.com/gem/openquake/pull/362 all the results are always serialized in the database.
Therefore there is no need anymore for the SERIALIZE_RESULTS_TO_DB parameter.
