Allow bond offering mechanism #12
Description
We can either do this using BTC and have it all occur on the blockchain or we can use money and have rolling issuance. If the bond issuer needs a specific amount of capital, we can issue bonds in a deactivated state and activate them once all the desired capital is raised.
