Add logging related tools to the web Interface

Having easier access to logs would be great boon for users and developers alike.  The main screen on the PiFinder is too small and it's tricky for folks to get them via the samba shares.  

Here's a rough outline of some logging related functions that could be added to the web interface:

- Real time log reading
- Download a zip of all log files
- Change logging level
