Periodic jobs should be on a global schedule tracked in BoltDB

Currently the periodic timer is pegged to the start time of cachew itself, meaning that if cachew restarts, many jobs will trigger at once. This means that eg. large jobs like periodic snapshots could run quite frequently. I think it would be better to track the last execution time in BoltDB.
