Looks like we may be able to use matrix.source to pass along the state abbreviation, as is done in actions/extract.

Also looks like Github kinda breaks YAML to allow at least some conditionals in the YAML itself:

There may be an opportunity here to build out another workflow, say, "real-browser," to install support only for those states that require the real browser. Which at this point is only Virginia IIRC, but building it so it can handle multiple states would of course be the proper play.

The source would need to be passed along through the etl workflow and presumably the extract workflow as well.
