Problem: Transfers get stuck in the unknown status if _start_package_transfer_with_auto_approval throws an exception

Expected behaviour
Transfers that fail to process should end up in the failed status.

Current behaviour
Transfers that fail because of an exception thrown during _start_package_transfer_with_auto_approval get stuck in the unknown status.

Steps to reproduce
A failure that will be trigger this error can be created by starting a transfer while the storage service is unavailable.

Your environment (version of Archivematica, operating system, other relevant details)
Archivematica 1.18, Storage Service 0.24.0

So far as I can tell, the reason for this behavior is that _capture_transfer_failure doesn't mark the transfer as failed, though it contains a comment that says that is what it is meant to do.
