Create Versioning for the CDA GUI

Is your feature request related to a problem? Please describe.
Currently the only version is the API itself, suggest we add a version for both the GUI and the CDA release to the UI.

Describe the solution you'd like
Would like to see at least a version of the CDA GUI available and to start using versioning for the GUI.

Possible add a versions menu/about that shows

cwmsjs version
groundwork-water version
cda target version (from new version endpoint?)
CDA GUI version (version of the source for data query/etc)

Describe alternatives you've considered
Display a "date" the code was last altered for the source of the GUI.

I.e. don't explicitly set a version, simple state the last time any changes occured in cda-gui on each deploy.
