Root menu swagger docs link gives 404

Describe the bug
Desired to review OpenAPI spec json, could not do so directly.

Expected behavior
Link opens the spec in the browser.

To Reproduce
Steps to reproduce the behavior:

1. https://water.dev.cwbi.us/cwms-data/
2. Click on 'API Docs -> Swagger Docs Schema'
3. See error "not found"
