winFuncs.c is required by MSVSC compiler (visual Studio) but currently its path is not properly picked up and an error generated -- it is not required for mingw and thus people using that compiler will not have a problem -- the developer packages uses mingw so this is not a critical bug, but as long as we have the support there it should work
