[Issue] WoB Celestial mechs are unavailable to the Formation Builder

Brief Description *

No matter the settings used, the Formation Builder will never show any of the Celestial mechs as options for any WoB subfaction, or the main faction. The same is not true of the RAT generator and the Force Generator, which is a strange asymmetry which looks like an error

3. Steps to Reproduce

1. Go to the formation builder and set the date to sometime where Celestial omnimechs were in production (3072 for example)
2. Set faction to WoB and command to Shadow Divisions (most high-tech faction within WoB, so the most likely to have them)
3. Click Analyse after selecting any formation type, and scroll through the units, looking for Celestial omnis (Archangel, Deva, Grigori, Malak, Preta, Seraph), and fail to spot them
4. Additional steps: Use the same settings as above in the RAT generator, and observe the celestials being options there, and also try the same options in Force Generator and find some celestials in the generated units

There are a couple of issues at play here.

First, the availability values for those dates have not been reviewed yet, so the weights used to pick those units/make them available may not be the best. For example, the Hatchetman -5K is available to all equipment ratings of WOB, including Shadow Divisions, which is probably not the most accurate. Entries like this 'push down' on the availability of other units, particularly the less common ones like the Celestial OmniMeks. This will be looked at some time next year (that's about as accurate as I can get).

Second, the ratings levels for both CS and WOB (including sub-factions) is still using the old two-level A/B equipment ratings in the faction YAML files converted from factions.XML. At some point the equipment ratings for these factions were updated to the standard A-F but the YAML files were built using the old values. I'll be dealing with that issue shortly.
