Upgrade to Eslint 10 #320

Context / Problem to solve / User pain point
Eslint 9 uses the new "flat" configuration syntax that is incompatible with this package. To use Eslint 9 in any jahia repo, we need to have a new version of the eslint-config package.
Description of the idea
Make a new major version of eslint-config using Eslint 9. Existing packages may continue using the old one.
