Historical water current data

Accessing historical currents data is possible from the WAF folder for CSV files, and from the SOS endpoint. Direct Access should also be able to do the same for all data.

NOTE: NDBC limits access to only one year worth of data and from experiences if 'huge' data is requested from GCOOS, the server, very often, stalls and services resets. This is very common when accessing currents data; hence, the temporary limitation set.
