Scope

• Process pin constraint files to facilitate use of information within CAVEAT.
• Ideally, such a tool would be maintained externally. This is a fairly generic task, cf. related issues.

Task

Implement Python module that reads file and makes information accessible. In the future, this can be replaced by a dedicated tool that accurately implements sdc/xdc file syntax.
