Make the i19 CLI accept config files too

To make it easier to use, the I19 CLI tool should also accept the yaml configuration file (like the general nexus generation tool) in adition to the possibility of adding the various fields one by one.
This should be done in a mutuallu_exclusive_group in the parser so the two ways of passing information don't clash
