[BUG] PackageUpdates fails, but winget command works! #4489

Please confirm these before moving forward
- I have searched for my issue and have not found a work-in-progress/duplicate/resolved issue.
- I have tested that this issue has not been fixed in the latest (beta or stable) release.

I am running wingetui as user... some packages updates just fine. Some packageupdates ask for admincredetials (uac). After this i get an error:

When i take the winget command an run it in a userterminal (winget.exe install --id "Git.Git" --exact --source winget --accept-source-agreements --disable-interactivity --silent --accept-package-agreements --force`) it asks a bit later for admincredetials, but just works!
