Minting Unique Human Readable IDs #544

@marissafichera @ksmuczynski The AMP needs a way to mint unique human readable ids prior to inventory (?)
why is this necessary? we need a real understanding as to what the pointids are being used for
if this is necessary we will probably need a way of minting a PointID but not "activating" it until it is inventoried. This way non-inventoried pointids do not clutter database results.
if ocotillo is to be a bureau wide product more weight and thought should be given to how human readable ids are generated for bureau entities. A proper ID registration system seems like a big benefit
