Refine the scope of the project

Basically we need to figure out how far our roadmap should go for municipalities.

Do we want to provide parts lists? Lists of qualified subcontractors? How fine-grained should this proposal be?

Do we need a legal FAQ to help leaders understand the legal framework of municipal-owned telecommunications?

Do we hook towns up with connections for line leasing?
