Add a manifesto to the ReadME #10
Description
The manifesto should frame the issue as one of basic public access in powerful terms so as to explain why we are including seemingly unrelated issues like Community Broadcasting, Utility Deregulation, Gigabit Internet, Broadband Access and Community Wireless.
