CSV file isn't handling floating point EXPTIME

The **EXPTIME** field in the CSV file is populated with `SET <value>`.  The value should be allowed to be a floating point but when set to a floating point, the GUI is changing it to 0. If value is an integer then it remains an integer.

Floating point is required.

Note that the ETC must be invoked in order to populate the **OTMexpt** field from the **EXPTIME**.
